We created a steema.resources based on our TeeChart.licenses. We published it on our application folder to make our application can get the license. Is this a legal way to distribute your license?

Yes, yes it is a legal way to distribute your licence file. We normally ask our clients to embed their licenses in their executable files, but if this is not possible then distributing it in a resources file is fine.
