Annotation for X and Y Using TeeCursor

When using the cursor tool and setting Style to both and Annotation to visible, I only get the X (covariant) annotation to appear. I have to use a second Annotation tool to fudge it and make it work the way I think it should be working, i.e. both X and Y axis are annotated. Is this necessary or am I missing something?
